Voting is a fundmental right but not a requirement. That means you don't have to vote and nothing will come of it, you get no penalty. Think of it this way though. If everyone in the city felt this way and just said, "well, I just don't feel like filling this out" or "I just don't feel like going to the poll."  What I say to that is, then you really don't have any stock in complaining. You can complain about wasted money, about neglect of your neighborhoods, about crime, about homelessness, panhandling, etc. But you didn't do anything to try and fix it. That one small step could've been the deciding factor, literally, that couldve changed these things. Think about that next time you throw your ballot away or drive past the voting location. YOU, yes YOU could have made that it happen.
